Police Zombie Headgear

As the Police suffered attrition, Police Officers from various districts were hastily thrown together. These officers came from these various districts and with different specialities. As the chain of command for officers changed, officers starting wearing what made them comfortable and warm. No one challenged it. The revised loot table reflects the differing types of headgear that Police Officers may be found wearing.
