Police Zombie Vests

Police Officer zombies spawn in with stab vests. This does not make sense with armed civilians posing a threat with firearms during a zombie apocalypse. Police Officers, utilizing common sense, looked around at what could provide ballistic protection. Press Vests were laying around. Of course the smarter Police Officers put those on. Overall vest spawn rates remain unchanged with only the possibilities more varied.
